What is the difference between an administrator, manager and user?

The administrator is the head of the institutional account and is permitted to do payments and add/delete managers or users. The managers, on their side, are only allowed to add or delete users.

To give you an example of the practical use:

University X’s E-learning specialist is the administrator and supplies the head of each faculty with the manager role. The head of each faculty can now add his or her teachers to be users.
